REIL Issues Tender for 17.55 MW Rooftop Solar Rate Contract

Rajasthan Electronics and Instruments (REIL) has issued a call for bids regarding rate contracts for rooftop solar power projects, totalling 17.55 MW, to be installed on government buildings across 22 states and union territories. The deadline for bid submissions is February 10, 2025, with the bid opening scheduled for February 11.
Bidders are required to pay a tender fee of Rs 5,000 and provide a performance bank guarantee equal to 10 per cent of the contract value.
The estimated cost for the project is Rs 706.05 million. The rate contract will encompass the survey, design, supply, installation, testing, and commissioning of the rooftop solar power projects on various government buildings, as well as the comprehensive operation and maintenance (O&M) for 10 years.
Bidders must source modules from Class I suppliers and manufacturers listed in the approved list of models and manufacturers. The rate contract is set to be valid for one year.
These similar works must include the design, supply, installation, and commissioning of grid-connected solar power projects on government buildings or projects.
Additionally, bidders must have at least one year of experience in operation and maintenance. They are also required to have an annual turnover equal to 30% of the estimated project cost in the last three years.
Bidders must maintain a minimum capacity utilisation factor as per the specified requirements.
A guaranteed performance ratio of 75 per cent is required from the bidders. If the performance ratio or the annual capacity utilisation factor falls short, a penalty of Rs 5/kWh will be imposed for both.
The bidders will also be expected to provide services for a greenshoe capacity at the same allocated tariff. The installation and O&M rates should constitute 30 per cent and 10 per cent, respectively, of the total cost.
In 2022, REIL had invited bids for the survey, installation, and commissioning of 1 MW of grid-connected rooftop solar projects on various buildings in Jammu and Kashmir.
