State-run National Highways Authority of India (NHAI) plans to award 6,000 km of highways requiring over Rs.1.5 trillion investment in the current fiscal under the hybrid and engineering procurement and construction (EPC) route, with the share likely to be 65 per cent and 35 per cent respectively. With investor interest in building Greenfield highway projects continuing to remain low, the NHAI, as per some reports, is unlikely to award projects on build operate transfer (BoT) mode in FY24 and continues to rely on tested hybrid annuity model (HAM) and EPC models. NHAI, one of the largest road developers in the country, had earlier planned construction of just over 5,000 km of highways in FY24 but this target may be revised upwards. In this context, the Union Minister for Road Transport and Highways, Nitin Gadkari, had earlier announced that the government was undertaking construction of several Greenfield expressway projects across the country. During an event on infrastructure financing, he informed that NHAI had raised over Rs 700 billion through various financing methods for construction of highway projects. Regarding infrastructure investment, the minister highlighted the importance of asset monetisation and mentioned that NHAI held a 27% share under the national monetisation pipeline. Additionally, the government was pursuing various models of monetisation for national highway assets including toll-operate-transfer (ToT) Infrastructure Investment Trust (InVIT) and project-based financing.
