CIDCO to adopt UDCPR provisions for NAINA development

City and Industrial Development Corporation (CIDCO), Maharashtra government鈥檚 town planning authority, has decided to adopt several regulations of the newly added Unified Development Control Promotion Regulations (UDCPR) for fast and effective development of the Navi Mumbai Airport Influence Notified Area (NAINA).
To avert unplanned development around the Navi Mumbai International Airport, CIDCO has planned the development of NAINA on 371 sq km of land from the Thane and Raigad districts. This development plans to build a sustainable city with commercial, residential, educational, and other basic civic amenities.
The execution of NAINA is conducted by performing 11 town planning schemes, and the complete project is based on the principle of land consolidation. As the Special Planning Authority for the NAINA notified area, CIDCO is accountable for the execution of the provisions in the region.
Sanjay Mukherjee, the vice-chairman and managing director, CIDCO, told the media that NAINA would be formed as a city of international standards with a chance for businesses to grow. CIDCO is working as the Special Planning Authority for the NAINA region. The Board of CIDCO has now decided to include several regulations of the UDCPR of the government of Maharashtra in the NAINA area, which shall promote ease of doing business.
In a proposal to enhance and bring uniformity in the real estate construction guidelines across the state, the government of Maharashtra passed the UDCPR in December last year. This uniform set of provisions will define everything from the height of buildings to the width of roads and the size of amenity spaces. The new set of rules will be applicable on all councils, municipal corporations and Nagar panchayats across the whole state except Mumbai and some neighbouring regions such as eco-sensitive zones, hill stations and stipulated corporation areas.
NAINA, as a planned urban conglomeration near Mumbai, is likely to house certain small cities and will benefit from proximity to Thane, Navi Mumbai, Mumbai and Pune. CIDCO was elected as the special planning authority for the project in 2013 and is accountable for the development plan, development control rules, permissions, and rendering of physical and social infrastructure.
The proposed integrated development will influence Jawaharlal Nehru Port Trust (JNPT), Navi Mumbai International Airport and proposed transport corridors comprising Mumbai Trans-Harbour Link (MTHL), Dedicated Freight Corridor (DFC), Multi-Modal Corridor etc.
As part of this conglomeration, CIDCO is forming dedicated sectors such as sports city, medical city, Research and Development zone, education city, entertainment region, Eco-tourism, etc. The development is likely to draw investments from both domestic and global institutional investors. The adoption of guidelines from the UDCPR is likely to provide for the development of the NAINA project at a faster speed.
