Puducherry Adopts NeVA for Paperless Legislative Work

Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr L. Murugan, inaugurated the National e-Vidhan Application (NeVA) for the Puducherry Legislative Assembly on 9 June 2025. This move marks a significant step towards more transparent, efficient, and eco-friendly governance. Puducherry has become the 19th legislature in India to adopt the NeVA platform, supporting Prime Minister Narendra Modi’s Digital India vision.
The launch event was attended by Lieutenant Governor Shri K. Kailashnathan, Chief Minister Shri N. Rangasamy, and Assembly Speaker Shri R. Selvam. NeVA, funded entirely by the Ministry of Parliamentary Affairs, enables paperless legislative operations and real-time access to proceedings, embodying the idea of ‘One Nation, One Application�.
Dr Murugan described NeVA as a transformative tool that strengthens democracy by allowing the public to directly witness legislative processes. He linked the initiative to wider national reforms such as ‘One Nation, One Ration Card� and the proposed ‘One Nation, One Election�.
The Minister also highlighted key developments achieved under PM Modi’s leadership: India becoming the world’s second-largest digital transaction nation, increased welfare delivery through Direct Benefit Transfer (DBT), and a 50 per cent drop in defence imports due to Atmanirbhar Bharat initiatives. He affirmed that infrastructure development and social capital remain the pillars of India’s journey toward becoming a developed nation by 2047.
Lieutenant Governor Kailashnathan noted that NeVA will save three to five tonnes of paper annually, aligning with Digital India, Go Green, and Good Governance goals. He also emphasised that livestreaming of Assembly sessions will promote transparency and public engagement.
To ensure smooth implementation, awareness campaigns and training sessions will be organised for legislators and staff to familiarise them with NeVA’s features.
NeVA is a mission mode project under the Digital India initiative, aiming to bring all Indian legislatures onto a unified, paperless, and citizen-centric digital platform.
