The Guwahati High Court, Kohima Bench has been notified by the National Highways and Infrastructure Development Corporation Limited (NHIDCL) that it has received three bids and a project cost estimate for Package III of the NH 29 from M/S RAMKY-ECI (JV). The proposals were made after the court ordered the NHIDCL authorities and RAMKY-ECI(JV) to consider the Package-III after observing that its progress has become a non-starter creating a lot of annoyance to the commuters on December 14. Two contractors' contracts have already been terminated in relation to Package-III of the ongoing four-lane National Highway-29 project, which roughly corresponds to the Piphema to Jotsoma length (Design Km 152.490 to Km 166.700). The NHIDCL authorities asked for some time to review the proposals, to further discuss them with the contractor of Package I & II (M/S RAMKY-ECI JV), and to then decide at the highest level whether the proposals were acceptable or not. The hearing on the ongoing sou motu public interest litigation on the NH-29 four-lane project resumed on Monday. In addition, the General Manager of NHIDCL, who was also present in court, stated that if the solutions presented are rejected, more steps will be taken to propose a better solution for the completion of Package-III. In addition, the General Manager gave the Division Bench of Justices LS Jamir and Songkhupchung Serto assurances that the two-lane in relation to Package-III, which is currently undergoing maintenance, would be completely finished before March 2023 in accordance with the project requirements. The Bench instructed the NHIDCL and Contractor to further consider their options, reach a conclusion by no later than January 15, 2023, and submit an affidavit in light of the submissions. If the current offers made by the Contractor are not acceptable, the NHIDCL authorities will also present an alternative plan for completion of Package-III in the aforementioned affidavit and submit it by January 17, 2023, as instructed. The Bench stated that it was pleased with the NHIDCL's affidavit submitted on December 14 detailing the actions followed by its officials following receipt of the sum of 111.19Million from the previous contractor. The M/S RAMKY-ECI JV was also instructed by the Bench to make sure that Packages I and II are finished on or before January 15, 2023. When it became known to the Court that the project that was supposed to be finished in September 2019 hadn't been finished, this PIL was brought up in 2019.
