Under the PM Gati Shakti programme, a total of 101 projects related to ports and shipping totaling Rs 608.72 billion have been identified for implementation. 13 of them, totaling Rs- 44.23 billion, have been finished. Gujarat has the most projects of all the states, with a total estimated cost of Rs 203.99 billion. Each of the 13 projects in Maharashtra and Andhra Pradesh is anticipated to cost Rs 99.55 billion and Rs 58.71billion, respectively. PM Gati Shakti National Master Plan (NMP) is a transformative approach for integrated and holistic planning across concerned Ministries/Departments to improve multimodal connectivity, logistics efficiency and to address critical infrastructure gaps for seamless movement of people and goods, with focus on minimising disruptions and ensuring timely completion of projects. The NMP aims to promote the development of multi-modal connectivity infrastructure to various economic zones, including the port and shipping sectors. The Ministry of Finance's Department of Expenditure has added an additional Rs 50 billion to the Scheme for Special Assistance to States for Capital Investment for 2022-23 for distribution among the states as long term loans with no interest in order to support increased capital expenditure by states for infrastructure development. This additional amount is for PM-Gati Shakti-related expenditure. The Ministry of Ports, Shipping, and Waterways has launched a number of initiatives to make doing business easier. Incentives such as model concession agreements, concessioner flexibility, new tariff guidelines, and so on have been issued, allowing for improvements in port performance at major ports. However, under Prime Minister Gati Shakti, there is no envisaged structure related to additional incentives to any high performing port.
