IPSCDL to implement city management system in Goa

Imagine Panaji Smart City Development Limited (IPSCDL) has decided to push ahead with the Goa Intelligent City Management System (GICMS).

The Rs 180 crore project is likely to be completed by 30th November, and it will go live by 13 December.

GICMS smart city plan will have an integrated command and control centre (ICCC) set up at the IT hub, Altinho, for all-around surveillance in Panaji, Old Goa, Corlim, Porvorim and other entry points in the state.

It will have sensors and cameras to keep track of the traffic violations, crime, theft, littering, pollution emissions, solid waste, and smart city lighting, along with WiFi hotspots in about 500 locations in Panaji.

In June 2018, Larsen and Toubro (L&T) won the GICMS contract and installed 100 smart CCTV cameras out of the total 338 cameras. These high resolutions and advanced cameras can recognise faces and number plates. It can automatically generate traffic violation challans.

The major hurdle for the GICMS project is the delay in permissions. L&T notes that the permissions for digging, laying fibre cables and road cutting are difficult to obtain. The process is further complicated due to the unmarked utility lines along the roads.

Implementing ICCC is the main criteria for the Smart City Mission, and the central government has unveiled that the project has to be completed for more funds to be disbursed.

L&T is also planning for smart parking at the EDC Patto complex. It will have 1,000 sensors at the parking slots. These sensors will identify the vacant slots and display them on the LED board at the entry point. Online payment has also been introduced for paying for parking.
