The Director-General of Foreign Trade (DGFT) has informed that the import of metallic waste and scrap from six safe nations without Pre-shipment Inspection Certificate (PSIC) is now allowed from 10 designated ports. In the practice of powers conferred under Para 1.03 and 2.04 of the Foreign Trade Policy, 2015-2020, the Director-General of Foreign Trade amended Para No. 2.54 (d)(v)(iv)of the Handbook of Procedures 2015-2020 by adding Hazira Port and Kamarajar Port to the list of seaports where Pre-shipment Inspection Certificate (PSIC) is exempted in case of metallic waste import coming from safe nations or areas. Metallic waste and scrap import consignments shall be subject to a PSIC from the nation of origin. However, metallic waste and scrap (both shredded and unshredded) imported from safe nations or areas i.e. the UK, the USA, Canada, Australia, the EU and New Zealand will not need PSIC if consignments are approved through these ten ports namely, Tuticorin, Mundra, Hazira, Chennai, Kandla, Mumbai, JNPT, Krishnapatnam, Kamarajar and Kattupalli. Consignments from these six nations or areas will be accompanied by a certificate from the supplier or scrap yard authority to the effect that it does not include any radioactive materials or explosives. These will yet be subject to radiation and explosive checks via portal monitors and container scanners at these ports. Trans-shipments via these nations or areas will not be permitted at this facility. Import via the remaining eight other ports (for both shredded and unshredded scrap or waste), irrespective of the nation of origin, will be subject to PSIC.
