The Mumbai Building Repairs and Reconstruction Board (MBRRB), a division of the Maharashtra Housing and Area Development Authority (MHADA), has invited tenders for the redevelopment of Kamathipura in South Mumbai under the cluster redevelopment scheme. The area, known for being a historic red-light district, spans 34 acres and includes around 943 cess buildings, with a total of 8,001 residents鈥�6,625 of whom are residential tenants and 1,376 non-residential. The area is also home to about 800 landowners, and most of the buildings are around a century old.
The redevelopment will cover a total net plot area of approximately 73,144.84 square metres. The project will unlock 44,000 square metres of land and grant developers 5.67 lakh square metres of development rights. Around 4,500 new housing units are expected to be constructed as part of the initiative. MHADA has issued a tender for the appointment of a Construction and Development Agency to carry out the project.
The Maharashtra government has designated MHADA as the nodal agency for this cluster redevelopment under Regulation 33(9) of the Development Control and Promotion Regulations (DCPR) 2034, through a resolution passed on January 12, 2023. A comprehensive redevelopment plan has since been prepared under the title "Kamathipura Cluster Redevelopment Project Urban Village."
The project aims to provide larger, safer housing to current residents, along with upgraded infrastructure, commercial spaces, and recreational areas.
As part of the compensation plan, landowners in the area will receive housing units based on the size of their plots. Owners of plots up to 50 sq m will be given one 500 sq ft unit; those with plots between 51 sq m and 100 sq m will receive two units. For plots between 101 sq m and 150 sq m, three units will be provided, while plots between 151 sq m and 200 sq m will qualify for four units. For every additional 50 sq m beyond 200 sq m, one extra unit of 500 sq ft will be allotted.
