Bhopal civic body issues proposal for 15 MW wind power project

The Bhopal Municipal Corporation (BMC) has issued a request for proposal (RFP) for the design, engineering, supply, building, erection, testing, and commissioning of a 15 MW wind power project in Madhya Pradesh.

The developer will also be accountable for the operation and maintenance of the project for 25 years, which will be on an annuity payments basis connected to monthly unit generation.

The last day for the submission of the bid is June 22, 2022. Bids will be opened for submission on June 23.

The BMC plans to use this project鈥檚 power for its captive use in different pumping stations located in Bhopal.

The wind power project is proposed to be established to complement the power supplied to BMC鈥檚 two 10 MW solar projects being set up in Neemuch District. These projects will supply power to water pumping stations, which need power even at night.

When solar power is not ramped to its peak, the wind power project will supply power from 5 pm until 10 am the next day.

Bidders will have to submit a documented payment of Rs 25,000 and an earnest money deposit of Rs 5 million.

The chosen developer must submit two separate initial performance security guarantees amounting to Rs 20 million within 30 days from obtaining the award. This payment would be for the contract agreement of the project with an initial validity of 36 months plus a three-month claim time. The initial performance security will be released 12 months after establishing the projects with the capacity utilisation factor (CUF) parameter.

During the period, if any shortfall in the accomplishment of notified CUF is reported then performance security in that ratio will be kept and released only after the demonstration of the notified parameter in the next year.

The developer must also submit a security deposit at Rs 5 million rates for the project upon achieving the commercial operation date for the operation and maintenance (O&M) period with an initial validity of three years and then be renewed for a block of three years.

The developer will also be required to pay a project development fee plus the goods and service tax (GST) to the BMC consultant. The selected bidder will have to pay Rs 1.4 million within a week from the award and Rs 930,000 within a month of achieving 50% of the foundation work of the wind turbine generators. The amount of Rs 930,000 has to be paid within a month of commissioning the project, and Rs 930,000 within one month after a year of function.

The power generated will be injected into a Madhya Pradesh Power Transmission Corporation鈥檚 (MPPTCL) substation at a 33 kV level. The consent to receive connectivity from Madhya Pradesh Paschim Kshetra Vidyut Vitaran Corporation or MPPTCL will be part of the developer鈥檚 responsibility.
