Lucknow Smart City floats tender for 8.5 MW rooftop solar systems

Lucknow Smart City Limited (LSCL) has issued a tender for the installation of rooftop solar systems of 8.5 MW under the renewable energy service company (RESCO) model on government buildings in Lucknow under the smart city mission.

Under the smart city mission, the range of work involves the supply, design, installation, testing, and commissioning of 8.5 MW of grid-connected rooftop solar systems on government buildings in Lucknow. The successful bidder will also have to take responsibility for the operation and maintenance activities of the project for 25 years.

The last date for bid submission is 23 August 2021, and on the same day, bids will be opened. On August 13, the pre-bid meeting will take place.

The solar modules should have a warranty for 25 years minimum from the date of supply, and the output wattage should not be less than 90% at 15 years ending and 80% at 25 years ending, as per the tender document.

The bidder should have completed a total capacity of 1 MW of solar projects for any central agency, a state agency, public sector undertaking (PSU), or railways during the last seven years to participate in the bidding process.

The project should have been working for at least a year. The average annual turnover of the bidder during the last three years should be at least Rs 350 million. The combined turnover of all the consortium members will be considered for evaluation, in the case of a consortium.

The net worth of the bidder should be positive for each of the last three fiscal years before the bid submission date.

The vendors eligible for the rooftop solar system supply and installation must set up a service center in each district. These centers have to render services within the timelines defined in the contract, free of cost for the first five years of commissioning of the rooftop system.
