Madhya Gujarat Vij Company Limited (MGVCL) has invited bids from empanel vendors for the design, supply, erection, testing, and commissioning of 300 MW of grid-connected rooftop solar projects for residential consumers in rural areas of the state under Phase-ll of the Ministry of New and Renewable Energy's (MNRE) grid-connected rooftop solar programme and Surya Gujarat Program. The solar project will be developed under a capital expenditure (capex) model. For the next five years, the winning bidder will be responsible for the rooftop solar systems' operation and maintenance (O&M). The project must be completed within 12 months of the sanction letter's issuance. Bids must be submitted by March 7, 2022, to be considered. On March 11th bidding will begin. Within 30 days of the issuance of the letter of award, the winning bidder will be required to provide a performance bank guarantee equal to 3% of the total system cost. The bidder's average annual turnover over the previous three financial years should not be less than 215 million dollars. In addition, the bidder must have had a positive net worth for the previous three fiscal years. Made in India solar modules and solar cells should be used in the project. The project should use solar modules with a minimum capacity of 250 Wp. Solar modules should have a fill factor of 75% and a minimum efficiency of 16%. All modules should have a performance warranty of at least 90% for the first ten years and at least 80% for the next fifteen. Under the Surya-Gujarat programme, the Gujarat Urja Vikas Nigam Limited allowed empanelled vendors to register residential rooftop solar applications with a capacity of up to 750 MW for the financial year 2020-21. The Paschim Gujarat Vij Company had previously reissued an Expression of Interest (Eol) for empanelled agencies to build 600 MW of grid-connected residential rooftop solar projects in the state.
