Assam announces EV policy with 25% EV penetration goals by 2026

Recently, Assam has announced an electric vehicle (EV) policy. Assam's Electric Vehicle Policy 2021, which targets 25% EV penetration in EV registrations by 2026.

Earlier, Maharashtra, Delhi and Gujarat launched state-wise EV policies. The policy will come into force from 4 September 2021 for five years or until the EV policy is revised or a new policy is announced.

The state has targeted to deploy its first 200,000 EVs, including 100,000 electric two-wheelers (E2Ws), 75,000 electric three-wheelers (E3Ws) and 25,000 electric four-wheelers (E4Ws) for individual or commercial use within five years.

It also aims to convert its public transport buses to electric buses and transform all government vehicles to electric vehicles by 2030. According to the policy, only EVs will be sold by 2025, as the state wants to phase out fossil fuel-based commercial and logistic vehicles by 2030.

It also releases the registration charges and road tax on all the two-wheelers, three-wheelers and four-wheelers electric vehicles, linked with a full waiver on the parking charges for EVs until 2026.

Assam is also offering incentives based on EV battery capacity to encourage EVs. All the E2Ws, E3Ws and E4Ws will receive a subsidy of Rs 10,000 for 2 kWh, 5 kWh, and 15 kWh battery capacities, respectively. It will be limited to Rs 20,000, Rs 50,000 and Rs 150,000 for E2Ws, E3Ws, and E4Ws, respectively.

Ex-factory can avail of incentive Rs 150,000 for E2Ws, Rs 500,000 for E3Ws and Rs 1.5 million for E4Ws.

Micro, small and medium enterprises (MSMEs) manufacturing EVs or EV components are eligible for 20% subsidy on plant and machinery costs up to Rs 1.5 million, Rs 5 million and Rs 10 million, respectively. Larger manufacturing units are eligible for a 10% subsidy of up to Rs 100 million.

Commercial EV charging stations for EVs are eligible for a 25% capital subsidy, limited to Rs 1 million per station. This incentive will be given to the first 500 commercial public EV charging stations.
