Central Electronics Limited (CEL) has issued a request for proposals (RFP) to the Ministry of Science and Technology for supplying 2,000 monocrystalline Passivated Emitter and Rear Cell (PERC) cells with an output of 5.67 W or more.
After then, bids will be launched on September 3, 2021, with the deadline for submitting bids being September 3, 2021.
Approved suppliers include Anhui Uzon Photovoltaic Company; Nanjing First Energy Company; Nice Sun PV Company; Zhejiang Sunflower Light Energy Science and Technology Company; China Forma Group; Yingfa Solar Company; and Lishui Zhanxin Import and Export Corporation.
Vendors who have not been approved are required to provide at least 200 cells in a sample lot. CEL's testing protocols will be compared to these. During testing and final inspection, CEL will have free access to the supplier's works.
This tender is open to any country that shares a land border with India, as long as the bidder is registered with the appropriate authority.
Cracks, holes, cuts, edge chipping, streaks, patches, spots, metal printing line discontinuity, and colour mismatches must all be avoided in the cells. The cells should be packed in batches of hundreds or according to the vendor's standard size.
The cells will be inspected for compliance with all specifications, and if the number of defective cells is less than 3%, they must be replaced at no cost. If the defective cells account for more than 3% of the total, the entire batch will be rejected.
Within a year, CEL can increase the ordered quantity by 50% by amending the purchase orders.
Micro and small enterprises (MSEs) quoting a price within the L1+15% price band will be allowed to supply up to 20% of the demand by lowering their price to the L1 price.
CEL issued a request for proposals in June for 200,000 monocrystalline solar cells with a wattage capacity of 5.1 W or higher.
CEL had previously advertised a tender for 2 million multicrystalline PERC solar cells. The tender was open to both domestic and international vendors.
CEL has so far floated tenders for about 8.68 million monocrystalline and multicrystalline solar cells.
