Eastern Railway invites bids for 1 MW rooftop solar system installation

The Sealdah Division of Eastern Railway has issued an invitation for bids regarding the design, supply, installation, and commissioning of 1 MW rooftop solar systems. The project must be completed within 12 months from the date of the letter of award. It is mandatory for the minimum installed capacity of the solar system at any location to be 10 kW. Bidders have until June 12, 2023, to submit their bids and are required to provide an earnest money deposit of Rs 327,400 ($3,952).

The estimated cost of the project is Rs 35.49 million ($428,407). Interested bidders must have successfully completed a minimum of three similar projects, with each project's cost not being less than 30 per cent of the total contract value, or two similar projects, each costing not less than 40 per cent of the total contract value, or one similar project costing not less than 60 per cent of the total contract value, within the past seven years. The term "similar work" pertains to the design, supply, installation, connection, testing, and commissioning of on-grid/off-grid/hybrid solar systems on rooftops, sheds, water surfaces, or vacant land, along with associated work.

Additionally, bidders must possess a minimum average annual contractual turnover of V/N or V, whichever is lower, where V represents the advertised value of the tender and N is the number of years designated for the project's completion. The average annual contractual turnover will be determined by calculating the average of the "total contractual payments" received in the previous three financial years.

The successful bidder will be required to achieve a minimum guaranteed generation of 15 per cent based on the capacity utilisation factor. Furthermore, the firm must provide a warranty for the solar modules, ensuring they are free from defects and failures for a minimum of five years from the date of commissioning. The solar modules used for the project must be selected from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

In a related development, the Howrah Division of Eastern Railway had previously called for bids to install 1 MW rooftop solar projects without battery backup at stations along the Howrah-Khana and Howrah-Bardhhaman line sections in West Bengal earlier this year. Furthermore, the same division had also invited bids for the design and supply of a 2.2 MW on-grid rooftop solar project without battery backup.
