Hindustan Petroleum Floats EPC Tender for 105 MW of Solar Projects

HPCL Renewable and Green Energy (HPRGEL), a subsidiary of Hindustan Petroleum Corporation, has invited bids for the engineering, procurement, and construction (EPC) package with land for 105 MW of state transmission utility-connected solar power projects in Maharashtra. The last day to submit the bids is November 27, 2024. Bids will be opened on the same day. The project must be completed within 11 months of issuing the award letter. Bidders must submit an earnest money deposit of Rs 1 million (~$11,847) per schedule. Selected bidders must submit 2% of the EPC contract value as performance security within 15 days from the bid acceptance. They must also submit 5% of the operation and maintenance (O&M) contract value as a bank guarantee. Bidders must identify and offer suitable land (minimum 3 acres/MW) for the project and its grid evacuation arrangement through direct lease or sub-lease to HPRGEL. Land leases will have a tenure of 27 years, with lease deed registration costs covered by HPRGEL. Payments for land leases will be governed by the lease agreement and not through separate purchase orders. Bidders must have commissioned at least 10 MW of solar projects in India in the last ten years to qualify for Schedules 1�4, while a minimum of 12.5 MW is required for Schedule 5. They must demonstrate an average annual turnover of Rs 133 million (~$1.57 million) for Schedules 1�4 and Rs 167 million (~$1.97 million) for Schedule 5. Bidders participating in multiple schedules should meet the cumulative sum of individual schedules. Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the projects. In June, HPRGEL invited bids for land and EHV transmission system packages for 600 MW solar power projects in Gujarat, Maharashtra, Andhra Pradesh, Rajasthan, Karnataka, and Tamil Nadu.
