In Delhi, Hindustan Petroleum Corporation is soliciting offers for the engineering, procurement, and construction of two grid-connected ground mounted solar power plants. Under the group or virtual net-metering strategy, the projects include a 4.2 MW solar project in Pitampura for Tata Power and a 5 MW solar project in Moti Nagar for BSES Rajdhani. The projects must be completed within six months of the work order being issued. In addition, the contractor must provide full operation and maintenance for a period of ten years. The deadline for bids is June 5, 2023. On the same day, the bids will be opened. Bidders must submit a Rs 4.45 million ($54,131) earnest money deposit for the Pitampura project and Rs 4.1 million ($49,874) for the Moti Nagar project. Bidders should total up the EMD amounts listed above and submit them if they are quoting for several schedules. Bidders must have completed a ground-mounted solar project of at least 500 kW under a group/virtual net metering policy, with or without related transmission line work, and must have provided comprehensive operation and maintenance for a minimum of one year within the previous seven years. During the previous three years, bidders should have had an average yearly financial turnover of Rs 2.42 million ($294,378). If micro and small businesses achieve the quality and technical parameters of the bid services, the technical and financial criteria will be lowered by 15%. If suitable agricultural land parcels for the complete capacity are few in one place, the bidder can install the overall project capacity at several locations within the same distribution company (DISCOM) licensed region. The capacity of an agricultural land parcel, on the other hand, should not be less than 1 MW. The contractor must register the projects under the Mukhya Mantri Kisan Aay Badhotari Yojna and arrange for DISCOM to construct a transmission connection connecting the solar project to the substation. The solar modules used in the project must come from the Ministry of New and Renewable Energy's Approved List of types and manufacturers, and they must have a minimum capacity of 540 MW. In addition, the module efficiency should be at least 16%.
