Madhya Pradesh Tenders 1.5 GW Solar Projects Under KUSUM Scheme

Madhya Pradesh Urja Vikas Nigam (MPUVNL) has issued a request for proposal (RfP) to select renewable energy power generators for 1.5 GW of solar projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (KUSUM) program.
The electricity generated from these projects will be sold to MP Power Management Company. Component C of the KUSUM scheme aims to help farmers solarise their agricultural pumps.
Bidders must submit their proposals by March 31, 2025, with bid openings scheduled for April 7. An earnest money deposit of Rs 100,000 per MW is required, along with a tender processing fee of Rs 5,000 per MW and 18% GST.
The scope of work includes the design, engineering, supply, construction, erection, testing, and commissioning of the projects, along with the construction of the bay and related switchgear at the substation.
Successful bidders will be responsible for providing operation and maintenance services for 25 years.
Bidders can choose between two modes: self-development or developer mode. In the self-development mode, eligible participants include individual farmers, farmer groups, cooperatives, panchayats, farmer producer organisations, water user associations, and government agricultural institutes. In developer mode, bidders can be corporate bodies, consortiums, or joint ventures.
There are no financial eligibility requirements for the self-development category, but participants must own the land for their proposed solar projects. Developer mode bidders must have a net worth of Rs 10 million per MW.
In December 2024, MPUVNL also invited bids to standardize rates and select contractors for 26 MW of grid-connected and off-grid rooftop solar systems under the engineering, procurement, and construction mode.
