Maharashtra Energy Development Agency (MEDA) has announced the commencement of bidding for the installation of 10 MW grid-connected rooftop solar power systems. The initiative, aimed at government sector buildings across the state, is part of Maharashtra's ambitious renewable energy policy targeting 2,000 MW of grid-connected rooftop solar projects. Bidders interested in participating must submit their proposals by July 22, 2024, with bid openings scheduled for the following day. The scope of work includes comprehensive services from design and engineering to supply, installation, testing, and commissioning, and 25 years of operation and maintenance of the solar systems. According to Maharashtra Electricity Regulatory Commission (MERC) guidelines, the generated solar power will primarily cater to captive consumption needs, with surplus energy being fed back into the grid through net-metering arrangements. To qualify for bidding, applicants must deposit earnest money amounting to ?225,000 ($2,696) along with a bid processing fee of ?11,800 ($141). Additionally, a security deposit of ?500,000 (~$5,992) is required. Bidders are required to meet specific eligibility criteria, including previous experience in installing solar systems and financial capabilities. For instance, in the 10-100 kW category, bidders must demonstrate prior installation of cumulative capacities, including projects in RESCO mode. Similar requirements scale for larger capacity categories up to 1,000 kW. Startups and micro/small enterprises are exempt from certain experience and turnover criteria, encouraging broader participation in the bidding process. This initiative follows previous successful bids by MEDA, including recent projects at the Government Medical College and Hospital, Nagpur, and earlier installations across various government buildings in Maharashtra.
