PM KUSUM: Madhya Pradesh floats tender for 270 MW solar projects

The Madhya Pradesh Urja Vikas Nigam Ltd (MPUVNL) has opened a tender to set up 270 MW of grid-connected solar power projects of 500 kW to 2 MW capacity under Component A of Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM KUSUM) program.

The power that has been generated from the projects is going to be sold to Madhya Pradesh Power Management Company Ltd (MPPMCL).

The government has set an objective to set up 10 GW of decentralised ground-mounted grid-connected solar projects of individual project size up to 2 MW, under Component A of the program.

The pre-bid meeting will be held on May 30. While the bids will be opened on June 23, the last date to submit the bids is June 21, 2021.

Interested bidders do not have to pay bid security to participate in the bidding process. As the performance bank guarantees, the successful bidder will be needed to furnish Rs 500,000 per MW for one year.

As indicated by the tender document, any additional energy above the 23% capacity utilisation factor (CUF) should not be purchased by the procurer in a contract year on an annual basis during the power purchase agreement (PPA) period at the PPA tariff of the year. The procurer can obtain the excess energy generated by the generator above 23% CUF at 75% of the tariff.

Laying a dedicated 11 kV line, construction of bay, and related switchgear at an interconnecting substation are going to be the successful bidder's responsibility where the project will get connected to the grid and meetings will be held at his own cost as per MPERC regulations.

The bidders could participate as individuals or groups of farmers, cooperatives, panchayats, farmer producer organisations, or water user organisations setting up the project on their lands to participate in the bidding process.

If the bidders fail to arrange the equity that is needed to set up the projects, they can opt to erect the project through a developer by signing a land lease agreement. The landowner will get lease rent on mutually agreed terms and conditions between the parties in such a case.
