Rajasthan releases tenders for solar projects under KUSUM program

Under component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhaiyan (PM-KUSUM) initiative, Jaipur Vidyut Vitran Nigam has solicited bids for the installation and commissioning of 347 MW of grid-connected solar projects.

The chosen bidder must operate and maintain the project for 25 years from the date of commercial operation.

The renewable energy service company (RESCO) model will be used to create the projects.

The anticipated project cost is Rs 35 million ($ 425,450) per MW of capacity quoted.

For all tenders, bidders must contribute Rs 100,000 ($1216)/MW as an earnest money deposit. As a performance bank guarantee, the successful bidder must provide Rs 500,000 ($6,078)/MW of the quoted capacity.

Within seven days of providing the performance bank guarantee, the bidder and the Rajasthan Urja Vikas Nigam will negotiate a power purchase agreement for 25 years at the levelized pricing.

The projects must be completed within nine months after the signing of the PPA.

An undertaking verifying ownership of assets worth at least 20% of the entire cost of the specified capacity must be filed by landowners, farmers, and any individual having the requisite land for the project.

To be considered, bidders must have a minimum average annual turnover of 30% of the entire cost of the specified capacity during the previous three fiscal years.

For these projects, JVVNL has mandated the use of indigenously manufactured solar panels and indigenous solar modules. The solar power generator shall only utilize models and manufacturers (ALMM) approved by the Ministry of New and Renewable Energy.

The successful bidder will receive eligible central financial assistance (CFA) through the distribution company (DISCOM) on the successful operation of the project for two months after commissioning with at least one month capacity utilisation factor (CUF) as per the minimum CUF agreed in the PPA.

TENDER 1
​​It will be used to commission 92.72 MW of solar projects. The deadline for proposal submissions is June 19, 2023. On June 21, bids will be opened.

TENDER 2
Bids for the commissioning of 72.85 MW of solar projects have been issued. The deadline for proposal submissions is June 20, 2023. On June 22, bids will be opened.

TENDER 3
It deals with the completion of 79.35 MW of solar installations. The deadline for submitting proposals online is June 21, 2023. On June 23, bids will be opened.

TENDER 4
Bids have been invited for the installation and commissioning of solar power projects totaling 102.47 MW. Bids must be submitted by June 16, 2023, and will be opened on June 20.

Under component C of the PM-KUSUM initiative, the Jodhpur Vidyut Vitran Nigam recently published seven tenders for installing and commissioning 452 MW of grid-connected solar power plants in various subdivisions of the Barmer Circle.

Previously, JVVNL issued a tender for the development of 113.2 MW grid-connected solar projects using the RESCO model as part of Component C of the PM-KUSUM initiative for feeder solarization.
