CPA Zone-II Conference Explores Governance in Digital Era

Lok Sabha Speaker Shri Om Birla is set to inaugurate the Annual Conference of CPA India Region Zone-II at Tapovan in Dharamshala from 30 June to 1 July 2025. This zone, which includes Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, and Punjab, will host a two-day event bringing together dignitaries such as Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, Rajya Sabha Deputy Chairman Harivansh, and others.

The conference, themed 鈥淕ood Governance in the Digital Era: Managing Resources, Defending Democracy, and Embracing Innovation,鈥� will feature plenary sessions on managing state resources, disqualification under Articles 102(2) & 191(2), and the use of artificial intelligence in legislative work. Himachal Pradesh Governor Shiv Pratap Shukla will deliver the valedictory address. A special session with His Holiness the Dalai Lama is also scheduled. The conference aims to reinforce democratic institutions and share governance innovations across the region.

Centre Releases Model Rules to Boost Agroforestry

The Ministry of Environment, Forest and Climate Change has issued Model Rules for tree felling in agricultural lands to support agroforestry and simplify regulations. The rules aim to enhance rural livelihoods, promote sustainable agriculture, and reduce dependency on natural forests. Under the new system, farmers must register plantations on the National Timber Management System (NTMS) portal by submitting land data, GPS locations, and tree species. CEA Marks Electrical Safety Day with 鈥楽uraksha Shakti鈥� Launch

MNRE Issues Updated Guidelines for WtE Projects

The Ministry of New and Renewable Energy (MNRE) has revised its guidelines for Waste-to-Energy (WtE) projects under the National Bioenergy Programme to enhance operational performance and streamline financial assistance. Key changes include simplified paperwork, performance-based CFA disbursal in two stages, and pro-rata CFA eligibility if plants achieve over 50% but under 80% generation.
