Contractors for the Rs 17,843 crore MTHL project expected to be appointed this month

Mumbai鈥檚 island city is heavily congested, necessitating a trans harbour link to facilitate the development of Navi Mumbai. The scope for Mumbai Trans Harbour Link (MTHL) includes a 22-km, six-lane bridge (about 16.5-km creek bridge and 5.5-km viaducts on land on either side). The project is being implemented on an EPC- design-build basis.
鈥淭he project will benefit the development of the mainland of Navi Mumbai as well as parts of Raigad district because of the growth in industrialisation, housing and smart city,鈥 says Prakash Mamdapure, Engineer-in-Chief, Mumbai Metropolitan Region Development Authority (MMRDA). 鈥淚t will also foster faster connectivity with the proposed Navi Mumbai International Airport, Mumbai Port Trust (MbPT) and JNPT, and save fuel and commute time owing to quicker connectivity between Mumbai and Navi Mumbai, Raigad and NH-17 (Mumbai-Goa highway).鈥

  • Estimated construction cost: Rs 17,843 crore
  • Execution period: Four-and-a-half years from the commencement of work, by 2021

The MTHL project has received the CRZ clearance, Stage 1 clearance (including State Wildlife Board) for diversion of forest land, the Bombay High Court鈥檚 permission for cutting mangroves, as well as other clearances and NOCs from authorities like the Railways, NHAI, MbPT, JNPT, BARC, and MMB. The consortium of AECOM Asia Company-PADECO Co-Dar-Al-Handasah-TY Lin International has been appointed the general consultant for the project. 鈥淛apan International Cooperation Agency (JICA) has carried out the preliminary survey and ascertained the total project cost at Rs 17,843 crore,鈥 adds Pure. 鈥淭he agency will provide ODA loan for up to 85 per cent of the total project cost.鈥

Applications from contractors have been received for pre-qualification for three civil packages. Package 1 involves the construction of a 10.380-km bridge section (CH.0+000 to CH.10+380) across the Mumbai Bay and Sewri Interchange. Package 2 is the construction of a 7.807-km bridge section (CH.10+380 to CH.18+187) across the Mumbai Bay and Shivaji Nagar Interchange. And Package 3 comprises the construction of a 3.613-km viaduct (CH.18+187 to CH.21+800), including interchanges at State Highway 54 and National Highway 4B near Chilre in Navi Mumbai. 鈥淎fter the pre-qualification, RFP has been issued to the shortlisted bidders,鈥 shares Pure. 鈥淭he contractors are expected to be appointed by April 2017.鈥
