Madhya Pradesh Urja Vikas Nigam (MPUVNL) has floated a tender to set up 225 MW grid-connected solar projects of 500 kW to 2 kW capacity under Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) component A. The work includes designing, commissioning, engineering, supply, testing, and erection, with the construction of bay and switchgear at the substation and comprehensive operation and management (O&M) for 25 years. The power generated from the project will be sold to Madhya Pradesh Power Management Company, as per the e-reverse auction and conditions mentioned in the power purchase agreement (PPA), with a ceiling tariff of Rs 3.07 per kWh. Under component A, the government plans to set up 10 GW decentralised ground-mounted grid-connected solar projects of 2 MW each. The deadline to submit the online bids is 31 August 2021, and the bids will be opened on 2 September 2021. The successful bidder should commission the solar project within nine months from the date of issue of the PPA. The bidder will not have to pay any bid security fee. The winning bidder will have to submit a performance bank guarantee of Rs 5,00,000 per MW for a year. The amount will be returned to the developer after commissioning the project. According to the tender document for the first year of operations, the power generator must have a capacity utilisation of 15% on an annual basis during the time of the PPA. The procured power will not purchase any extra energy beyond 23% capacity utilisation on an annual basis from the date of the issue of the PPA. The additional power generated over 23% would be procured as a 75% PPA tariff. To participate in the bidding, the bidder should participate as an individual, group, organisation, group of farmers, and panchayats to set up the solar project on the land.
