He noted that patchwork repairs were not a viable solution, as merely placing rubble would be temporary and would eventually deteriorate. The MLA stressed that the tender for the Smart City project specified the required quality of work, and that a thorough assessment would be necessary. He pointed out that the consultant who approved the final work was responsible for ensuring the quality of the project. Monserrate reiterated that the real evaluation of what went wrong would take place after the monsoon, and that the consultant's role in the project would be scrutinized to ensure that the quality standards mentioned in the tender were met.
